My success story started with a belief – to help the company achieve a key regulatory requirement and save substantial cost!
Mobilink was declared Significant Market Player (SMP) in Interconnect and Retail Markets. SMP refers to an operator having more than 25% share in the market. Being an SMP, we had certain regulatory obligations and preparing regulatory accounts was one of them. Consequently Mobilink was required to prepare regulatory financial statements for the network as well as the retail business units. It sounded like a straight forward task but in reality had an inherent complexity; no such model existed that could help prepare network as well as business unit wise regulatory financial statements. The way forward was either to outsource the activity completely or build the model in-house. We opted for the latter although it seemed really ambitious!
The target was to submit the regulatory accounts on the basis of FAC (Fully Allocated Cost) methodology in six months. This timeline also included building the model, getting it vetted from NERA (Leading economic consultants of the world) and finally having it audited through a reputed accounting firm.
I started off by studying all relevant regulatory material of Pakistan issued by PTA & MOIT as well as international benchmarks to grasp best practices followed by independent regulatory bodies e.g. European commission, Ofcom of UK, ACCC of Australia, etc.
With extensive research, effort and all of the above under participative leadership and guidance of HOD, we were able to develop the model making Mobilink the first telecom operator in Pakistan to develop this unique expertise in house. Development of this model internally also led to a saving of about 300,000 Euros – the likely cost of outsourcing the project.
This model can be used as an effective management tool to determine the cost of each service, the network elements involvedand activities performed in absolute terms as well as on per minute basis. It’s sheer utility and uniqueness in the Pakistani telecom sector inspired me to write about what went on behind the scenes. This strategic success proved as a catalyst for several other key initiatives.
